When the commandment for zakat was revealed, Ka'b ibn al-Ashraf went to his friends among the newly-converted Ansar and urged them not to give away their money, warning them they might become poor and that they did not know what would become of "this man" (the Prophet ﷺ).
Allah revealed a rebuke of arrogance and stinginess in response [Quran 4:37].

Said privately to Ansari friends who had embraced Islam, warning them against paying zakat to the Prophet ﷺ.
“Surely, Allah does not like whoever is arrogant, boastful, those who are stingy, promote stinginess among people, and withhold Allah's bounties.”
Ka'b ibn al-Ashraf's words in the post -- discouraging others from giving in charity -- match this ayah's description of those who are stingy and "enjoin stinginess upon people."
