~Towards the end of the Prophet ﷺ's life
Towards the end of the Prophet ﷺ's life, the sahabi Fudayk came to Madinah, concerned that people were saying whoever did not perform Hijrah would be destroyed, even though his own people were upon shirk.
The Prophet ﷺ's reply became a foundational hadith (reported in Ibn Hibban's Sahih) for the later fiqh discussion on whether Muslims may live among non-Muslims when they can practice Islam freely.
