This unnamed son of Ali ibn Abi Talib RA asked his father, "Why is there no Basmala in Surat al-Tawba?" Ali answered that it is a surah in which Allah cuts off His ties with the idolaters, so it would not be fitting to open it with His mercy. The first word of the surah, Bara'ah, itself means a complete disavowal, and the surah is severe throughout toward those who reject Allah and His Messenger ﷺ.
