Junda' ibn Damura RA was an elderly, blind and frail Muslim of Makkah who accepted Islam after the Hijrah. When [4:97] was revealed rebuking those who stayed among the oppressors, he refused to count himself excused and had himself carried out of Makkah on his couch. He died at al-Tan'im, reportedly pledging his allegiance to the Prophet ﷺ with one hand on the other, and Allah revealed the exception for those truly unable to emigrate [4:98-99].

إِلَّا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ لَا يَسْتَطِيعُونَ حِيلَةً وَلَا يَهْتَدُونَ سَبِيلًا
“Except for those who are genuinely weak of the men, women, and children, that they cannot find a way out, nor find a passage.”
